Optimalisasi Sistem Pelaporan Kinerja Terpadu Berbasis Data: Sebuah Studi Kasus di Dinas Perpustakaan dan Kearsipan Kota Serang
Abstract
Modernisasi sistem pelaporan kinerja pada perangkat daerah penting untuk memperkuat akuntabilitas dan keputusan berbasis bukti. Studi kasus ini menganalisis optimalisasi sistem pelaporan kinerja terpadu berbasis data di Dinas Perpustakaan dan Kearsipan Kota Serang yang menghadapi data/eviden terfragmentasi, rekap manual, serta audit trail yang lemah. Analisis kebijakan deskriptif–komparatif dilakukan melalui dua tahap: (1) prioritisasi masalah menggunakan USG (Urgency, Seriousness, Growth) dan (2) pemilihan alternatif kebijakan menggunakan skoring 1–10 pada kriteria efektivitas, efisiensi, kesesuaian regulatif, dukungan kelembagaan, dan keberlanjutan. Data dikumpulkan melalui studi dokumen, observasi alur pelaporan, serta wawancara semi-terstruktur dengan staf perencanaan, unit layanan perpustakaan, dan pengelola arsip, lalu divalidasi melalui triangulasi sumber dan metode. Hasil menunjukkan pelaporan masih dominan manual (60%), disusul semi-digital (25%), dan real-time berbasis data (15%). Skoring menempatkan alternatif digital terpadu sebagai opsi paling optimal (skor 44) dengan roadmap implementasi 12 bulan: konsolidasi–standardisasi data, pengembangan sistem disertai penguatan SDM dan integrasi lintas unit, serta evaluasi melalui audit kualitas data dan penyempurnaan regulasi internal.
